O motivo listado acima. No exemplo da sua pergunta, você tinha poucas linhas para fazer o uso do índice valer a pena. Portanto, o mecanismo db escolheu sua maneira supostamente (e provavelmente) mais rápida de não usar o índice em sua pequena tabela.
