Uso de QueryBuilder e BasicDBObjectBuilder no MongoDB 3.3.0 acima

O segundo argumento do método find é o tipo de resultado. Tente como abaixo.

Atualização para projeção

FindIterable<TDocType> tDocTypeList = dbCollection.find(filter, TDocType.class).projection(outputQuery);

Atualização para adicionar filtros

for (Map.Entry<String, Object> entry : query.getParams().entrySet()) {

   if (some condition){
       filters.add(Filters.eq(entry.getKey(), entry.getValue()));
   }
