Primeiro você não estava usando right var "downloaderCoverageIta" então você não estava retornando o valor.

De acordo com o que eu sei, o módulo de solicitação não funciona com a espera assíncrona. Isso funcionou para mim pelo menos.
Isso é do meu pg admin depois de executar o código.
