Se você realmente quer fazer isso no mysql, isso deve funcionar até certo ponto - dependendo de como você deseja organizar seus intervalos de 15 minutos. Eu dei a saída como time from | time to | number of reports porque acho que não faz sentido e até um pouco enganoso produzir um carimbo de data e hora específico e associar uma contagem de um intervalo de tempo a ele.
