Como verificar se uma variável é NULL e defini-la com um procedimento armazenado do MySQL?

@last_run_time é um 9.4. Variáveis definidas pelo usuário e last_run_time datetime um 13.6.4.1. Sintaxe DECLARE da variável local , são variáveis diferentes.
