blocking_pid
é pid que você deseja encerrar Você pode verificar se sua declaração está bloqueada por smbd com qry mais curta:
t=# select datname,pid,usename,query from pg_stat_activity where waiting ;
datname | pid | usename | query
---------+-------+----------+---------------------
t | 30930 | postgres | select * from so24;
(1 row)
Atualização:para 9,6 coluna a espera era substituído com wait_event e wait_event_type, então a consulta será
select datname,pid,usename,query from pg_stat_activity where wait_event is not null;
