Faça uso da
date do PHP função para verificar a hora/data atual. Para redirecionar para outro arquivo, basta usar o header("Location: ..") função para fazer um redirecionamento 302. Aqui está uma amostra rápida do que eu pude entender da descrição de seus requisitos:
