Não é possível compilar PL/SQL com BULK COLLECT e FORALL

Você não pode* referenciar campos individuais quando estiver usando FORALL - é por isso que você recebe o erro PLS-00436.

Para contornar isso, você terá que usar arrays associativos para referenciar campos individuais.

Além disso, como @jonearles comentários , você poderia usar apenas uma única instrução SQL....
