Obter o número de dias excluindo sábado e domingo não é tão difícil, você encontrará várias soluções para isso no SO.
Considerando feriados é mais desafiador. Uma solução é usar o Oracle
SCHEDULER
. Por padrão, isso é usado para SCHEDULER JOBS
, no entanto não vejo motivo para não usá-lo para outros fins. O maior problema é o dia de páscoa, veja aqui:Computus. Acho que a maneira mais eficiente é codificar as datas e mantê-las manualmente.
