Como construir uma matriz JSON do banco de dados mysql

}

echo json_encode($return_arr);

Ele retorna uma string json neste formato:

[{"id":"1","col1":"col1_value","col2":"col2_value"},{"id":"2","col1":"col1_value","col2":"col2_value"}]

Ou algo parecido com isto:

$month = date('m');
