Condição IF EXISTS não funciona com PLSQL

IF EXISTS() é semanticamente incorreto. EXISTS condição pode ser usada apenas dentro de uma instrução SQL. Então você pode reescrever seu bloco pl/sql da seguinte forma:

Ou você pode simplesmente usar count função determina o número de linhas retornadas pela consulta e rownum=1 predicado - você só precisa saber se existe um registro:
